UPSC COMBINED MEDICAL SERVICES(UPSC CMS) EXAMINATION
UPSC conducts Combined Medical Services Examination (CMS) every year to recruit medical graduates into a variety of Central Government Organisations and Services. The combined medical services (CMS) Examination are conducted in accordance with the Rules published by the Ministry of Health & Family Welfare in the Gazette of India.
UPSC conducts a Combined Medical Services (CMS) Examination for recruitment to the following posts and the approximate number of vacancies to be filled are given below :-
Category-I
Medical Officers Grade in General Duty Medical Officers Sub-cadre of Central Health Service – 314
Category-II
(i) Assistant Divisional Medical Officer in the Railways - 300
(ii) General Duty Medical Officer in New Delhi Municipal Council – 03
(iii) General Duty Medical Gr.-II in East Delhi Municipal Corporation, North Delhi Municipal Corporation and South Delhi Municipal Corporation - 70

CMS IMPOREANT DATES :
CMS ELIGIBILITY :
(I) Nationality
A UPSC Combined Medical Services (CMS) Examination candidate must be either :
(a) a Citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently settling in India. or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

A UPSC CMS candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him by the Government of India.
(II) UPSC CMS Age Limit :
(a) A UPSC CMS candidate for this examination must not have attained the age of 32 years as on 1st August, 2022, i.e. the candidate must have been born not earlier than 2nd August, 1990
(b) The upper age limit will be relaxable in the following cases :
(i) Upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
(ii) Upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
(iii) Upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.
(iv) Upto a maximum of five years in the case of Ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2022 and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2022) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service or (iii) on invalidment.
(v) Upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of 5 years Military Service as on 1st August, 2022 and whose assignment has been extended beyond 5 years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on 3 months notice on selection from the date of receipt of offer of appointment.
(vi) Up to a maximum of ten years in the case of (a) blindness and low vision, (b) deaf and hard of hearing, (c) Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy, (d) autism, intellectual disability, specific learning disability and mental illness; (e) multiple disabilities from amongst person under clauses (a) to (d) of Section 34 of the Rights of Persons with Disabilities Act, 2016 including deaf-blindness.
(III) UPSC CMS Educational Qualification :
For admission to the for UPSC Combined Medical Services Examination a candidate should have passed the written and practical parts of the final M.B.B.S. Examination.
NOTE-1 : A UPSC CMS candidate who has appeared or has yet to appear at the final M.B.B.S. Examination may also apply. Such candidates will be admitted to the examination if otherwise eligible but the admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the written and practical part of the final M.B.B.S. Examination along with the detailed application which will be required to be submitted to the Commission by the candidates who qualify on the result of the written part of the examination.
Note-2 : A UPSC CMS candidate who has yet to complete the compulsory rotating internship is educationally eligible for admission to the examination but on selection he will be appointed only after he has completed the compulsory rotating internship.
(IV) Physical and Medical Standards : UPSC CMS Candidates must be physically and medically fit according to the physical/medical standards for the Combined Medical Services Examination 2022 as per regulations
SCHEME OF COMBINED MEDICAL SERVICES EXAMINATION:
The UPSC Combined Medical Services (CMS) Examination shall be conducted according to the following plan :-
Part-I CMS COMPUTER BASED EXAMINATION – (500 marks)
The UPSC CMS candidates will take the Computer based examination in two Papers, each Paper carrying a maximum of 250 marks.
Each UPSC CMS Paper will be of two hours duration.
Part-II CMS Personality Test : (100 Marks) :
UPSC CMS Personality test carrying 100 marks of such of the candidates who qualify on the results of the Computer based examination.

UPSC CMS CANDIDATES ARE REQUIRED TO APPLY ONLINE ATONLY. NO OTHER MODE IS ALLOWED FOR SUBMISSION OF CMS APPLICATION
UPSC Combined Medical Services (CMS) Examination Candidates are required to apply online by using the website http://www.upsconline.nic.in

The UPSC CMS Online Applications can be filled upto 24 April, 2022 till 6:00 PM.
Combined Medical Services (CMS) Examination Candidates are advised to provide the details of registered application with registration-id which was completed and submitted finally. There is no provision for withdrawing of incomplete applications.PM.
APPLICATION FEE FOR UPSC CMS Exam :
Combined Medical Services (CMS) Examination Candidates (Excepting Female/SC/ST/PH candidates who are exempted from payment of fee) are required to pay of fee of Rs. 200/- (Rupees Two Hundred only) either by depositing the money in any Branch of SBI by cash, or by using net banking facility of State Bank of India or by using Visa/Master/RuPay Credit/Debit Card.
"Pay by cash" mode option will be deactivated at 23.59 hours of 25.04.2022 i.e. one day before the closing date
WITHDRAWAL OF CMS APPLICATIONS: The UPSC Commission Has Introduced The Facility Of Withdrawal of CMS Application For Those Candidates Who Do Not Want To Appear For The Combined Medical Services Examination.
Last date for Withdrawal of UPSC CMS Applications: From 04.05.2022 to 10.05.2022 till 6.00 PM
UPSC CMS Admit Card: The eligible candidates shall be issued an e-Admit Card three weeks before the commencement of the Combined Medical Services (CMS) examination. The e-Admit Card will be made available in the UPSC website [https://upsc.gov.in/] for downloading by candidates. No Admit Card will be sent by post.
